Neighbourhood Watch – Re VW Polo, EAU 135 Y and white Transit N 773 AHE

Selby DC asking for improvements since Derek Lock was appointed – General comment, None.

Waste Local Plan, Last set of forms had already been considered, Cridling Stubbs waste disposal site is removed from Plan, but will be reviewed at a later date.

Councillor Training Evening and VAT. As a Parish Council, VAT can be claimed back.

Doorstep Crime Initiative – Trading Standards will send info. Via email to B.C. and R.C.

SDC Local Plan – lists quarry as a site of interest, Entrance to is down side of Railway Cottage.

Mr & Mrs Thompson of “Yew Court Lodge” wrote re. Smell from landfill, Flood outside DQL offices and cats eyes (or lack of) on road).  Complaints have been passed to NYCC for action.

Dyke at side of road cleared.

Selby Taxi Bus – Now to order, and new timetable.

Kerbside Recycling – 2, 55 litre boxes, but back 2 weeks.

Chairman’s Charity appeal (Selby Age Concern, Tadcaster Volunteer services, Arthritis Research Campaign) - £20.00 offered.

New preservation order on trees at Manor Farm Bungalow.

Land adjacent to 3/4 Cob Croft Lane – Permission for 2 dwellings granted.

Tenants satisfaction survey from SDC.

Licensing act 2003, J.A. looking into.

Rural Services Standards 2003.  Booklet about services available.

Mobile Operators Association. 1 hour presentation in Selby, Wed 3 September.

4.   Grass Cutting Contract

 

Company who tender to NYCC charge £42.00 per cut, last week of each month, (6 cuts, Apr to Sept)  Do they get contract for next year?
SL – if they do all areas agreed
JA - £252 for year – VAT reg. Can VAT be claimed back-yes
JA – No contract with previous grass cutter?  No and he already knows he is too dear.
Decided for 1 year.  “Sodexho Land Technology”.

 

5.   Standing Orders of the Council

 

National Association of Local Councils Model – BC to take and collate choices from publication.  Councillors to read and edit.
Bold items are statutory.  Non-bold can be selected and added to.

 

6.   Appointment of Responsible Financial Officer

 

(originally Chairman and Clerk when we were a Parish Meeting)  Currently B.C. alone but need another signature.
Cllr Vause – usually part of Clerk’s Duty (Clerk currently doing minutes only – and is happy to do so)

J.A. agreed to look after accounts.  Still needs 3 out of 5 to sign cheques.

 

7.   Audit of “Parish Meetings” funds Year ending March 2003

 

J.A. done internal audit.
Signed and dated by B.C. and R.C. as completed satisfactorily.

 

8.   Planning Applications

 

1 – Manor Grange Stud – Retrospective temp planning for 2 static caravans for Staff Accom.

Observations of the Parish Council– would they take away from “visual amenities”.
JA – For how long? 12 months
SL – Retrospective application again
JA – Any screening, Hard-standing/Concrete pad?

Observation sheet should say- unhappy at second successive retrospective application.

Concerns over distance apart and fire prevention and should only be for twelve months.

 

2 – Ancient Shepherd

Do we plan to withdraw our objections for the plans at the Pub (asked by planning officer)

Letter from owner states future opening times – proof that it will not shut.  We have withdrawn unofficially until this meeting.

Concern of a “car park” during change

JA – Toilets – Cllr Peart satisfied

MS – Any detailed plans – outline is just outline

MS – Question about toilets

For size of pub car park and toilets are sufficient

SL – is upstairs still a flat?

Clarification – want to see internal plans of new pub.

Cannot withdraw objections at this stage until we have seen them.

Decided we will ask about access and Car-parking during work
Is pub going to close during work?

New kitchen Facilities.

 

9.   DQL and Community Fund

 

Planning granted for northern extension by NYCC.

Written agreement – no more landfill after Cridling Stubbs North quarry is landfilled.

Extension area will NOT be landfilled .

Restored quickly using quarry waste and landscaped.
BC has seen signed legal agreement.

Community fund - £5,000.00 every April for life of extension, first year about £2,500.00.

Details with DQL’s solicitor.

A committee to be set up – to include a DQL rep.

Who want on committee?

JA –Should be Liaison Committee Members– people who have dealt with DQL
BC – wait for their legal people to recommend format.

Darrington East – upturned digger is at bottom of quarry due to “vandals”.

“Pecker” to run Wednesday and Thursday to create area to pull up digger

Darrington East will be dug out within 2 weeks of excavation starting in extension area.
When they quarry new area, that’s when fund starts.

Leave decisions for legal people.

 

10.   Village Play Areas

 

As a result of meeting with “children”, Teenager and Child – 2 distinct areas.

1. for younger, at back of pub near to sewage works

Right of way through L.H. Side of pub car park, Yorks. Water might be able to grant 3rd party access.

2. for older, at Children and parents suggestion Darrington East, across crossroads-area to play football

DQL have said OK, is now in hands of their legal people

BC – has applied for Speed Limits for safety at crossroads.
SL – Cridling Walkway - Explained to visitors.

 

11Neighbourhood Watch

 

Up and running – but no signs as yet – Need planning permission – Specific rules, including not  on BT wooden poles.
Various sites discussed – Decision of 5 or 6 signs, depending on how close they look on a map.

 

12.   Can Recycling

 

SDC has asked “Do we want a can cage?”
No financial gain – and safety risk from aerosols and vermin
Decision - No.

 

13.   Telephone Box

 

MS wants it moved – outside Village Hall
It blocks his drive, objections about things that happen inside it!
Children playing on top
Can’t gate his property
BC – has been plans to move it in the past
JA – Is it used?

SL – Can they put it where they were going to?

Selby DC/BC to see if it would cost village.
SL – Mention it in Newsletter – gather opinions and decide at next meeting.

Concerns – Location – at one end of village
Could end up with no box at all

Magnet for children

“Modern” style may be supplied.

Blocking driveway

Parking

Visible to passing lorry drivers who could then park in village.

Not at the end of a drive

14.   A.O.B.

 

Invoice – Payment of “name plate” for stone sign - £87.23 inc VAT (£74.24).  Agreed to pay

DQL and 90 degree bends – Not a part of the planning application
Wrote to WMDC

Reply – still refers to Planning application
No reported “injury” related accidents – 2 non-injury related accidents.  Planning Application does not require additional HGV movements
MS asked for a Traffic rep to visit

WMDC do acknowledge that vehicles cross the white lines

BC to organise a site visit.
