1.   Minutes of Last Meeting

 

Signed as true record after proposal by SL, Sec. JA.  All agreed.

 

2.   Matters arising (Not to be discussed during meeting)

 

None

 

3.   Correspondence

 

Selby DC - Services for Older People Booklet.

Grass Verges and digging out of dyke – complaint about soil.  Reason - £20k to remove soil, grass will grow through.  Reply to NYCC – Not spread, Contains Milk Crates and debris – possibly including syringes, ask to clear up.

SDC – New Local Plan – Housing development at Sherburn is contrary to plan and so not yet adopted.

Offer of assistance with seeking funding and architectural work from R.I.G. who has sent portfolio.

Kellingley Colliery  5 x 20 tonne lorries to restore lagoons (of soil type material).  Discussion of where to be dumped.

Registering Freemason/Political Party Membership.  Ring Peter Devlin if in doubt.

Register of Electors 2004 is now available to view.

 

4.   Village Play Area

 

Wrote to SDC – How can we purchase land?

Only if other avenues are fruitless can we compulsory purchase.

Other avenues.  Approach Arthur Downham to see if he can resolve it.

SL – My Bagshaw offered land, - will it go against us?
BC – land was not suitable – too close to Hanover Green and Price.

Prop Speak to Mr Downham then if not C.S. Parish Council sees that all avenues are closed.

5.   Adoption of Parish Council Standing Orders

 

SL – Adopt as written
JA - agreed

BC – Two items to note

1 – we must arrange meeting for the coming year

2 - all minutes are open to view, where, at what cost, and notice

6.   UK Coal Liaison Meeting

 

Minutes of first meeting copied to all Members.

“Defensive” until we meant business.

Blamed DQL until shown that DQL have improved.

Bi-Monthly Meetings.

A resident will also attend next meeting.

In 2000 Planning application which was found on NYCC website to raise height of tipping at Womersley Quarry – Two conditions not yet met - Hardstanding area not made yet and body wash at Womersley Quarry not built.

Press drivers to ensure lorries are clean

 

7.   DQL Liaison – held on 03/02/04

 

Cell 4 to be grassed in spring.

Darrington east – being filled in.

New site foreman.

New dig – found a well, information made public, artefacts may be found.

When can DQL meet to discuss plans for Darrington East? - After site is nearly filled.

 

8.   Educations Trust Fund

 

2 other members – not found in village, District and County Councillor have volunteered.

Snooker table - Ask Community trust fund to buy a table which will fund itself.

 

Womersley “Patrols” for Neighbourhood Watch.

 

John Lee – “Highways agency” – Put in Village proposals for traffic calming as part of an area wide scheme.

 

10.   Public Question time

 

Minuted at request of Representatives of Manor Grange Stud Farm.

 

Re- Letter with respect to Planning applications.

Why was it not discussed further?

From original planning application – there was no further discussion.

BC read mins. from 21st October 2004 paragraph 3.

Also mins of 1st July 2004 read out.

BC – Letter is regards SDC planning and a letter of complaint about SDC.

Stud – Letter writing is not written in minutes of meetings.

The point is the letter is on behalf of CS Parish Council.

SL – This is not an official letter.

Stud – then why reply as BC – Chairman of CS Parish Council?

What is the response of the rest of the committee?

SL – Not acted on behalf Parish Council other than in signature.

It is a personal letter “I wish”.

BC repeated points laid out.

Stud re-iterated their points that the letter was from CS Parish Council.

Therefore why was it not brought up at committee?

BC – The Letter is to SDC and is about their actions.

Stud – Point is, Letter is not a personal letter – has BC had complaints in writing?

SL – It is existing parish business.

Stud – IS BC acting on hear-say – without letters of complaint?

SL – the letter is asking why the caravans have not been removed – Not asking for them to be removed – it clearly is a letter complaining about SDC.

Stud – Did not want to discuss it further as “it is upsetting his wife” (Claire Crossdale who was shaking her head).
