1.   Minutes of Last Meeting

 

Agreed as true record.

 

2.   Matters arising (Not to be discussed during meeting)

 

None

 

3.   Correspondence.

 

NYCC – Information and Application for School Governors.

NYCC – Selby Coalfields – Planning decision, to be restored to agriculture.

SDC – Chairman’s Overview and scrutiny – Open meeting to meet Police – 9th October 2003.

WMDC – Two bad bends – Darrington Cllr (Trevor Izon) approached.

NYCC – Spring Lodge Quarry – to turn into Jet ski Park – evidence please.

Onyx – re. Street cleaning, Meeting on Monday 28th at 9am.

 

4.   Elect a Vice Chairman

 

To replace BC if absent

Elect on night if needed or a perm. Vice Chairman?

SL – No decision, decide when MW is here (sec. MS)

JA proposed for tonight re. Item 10 – prop. SL sec. MS – all agreed

 

5.   Parish Council standing orders

 

All P Cllrs going through orders slowly.

JA asked for All mobile Phones to be switched off during meetings.

 

6.   Planning Applications

 

Manor Farm Bungalow – Application to build two Dormer Bungalows.

Reduced footprint, but a second storey.

SL -  Planning App. is for a bungalow only, not dormer.

For 2 detached garages – but garages integral to two new dormer bungalows.

OBSERVATIONS – Description is wrong – Driveway cuts into wall – Access via BC/s Drive for existing bungalow – Higher than existing Bungalow – “Cramming” onto plot – Not in keeping with existing bungalow – Tree roots – Prop. MS, sec. SL –all agreed.

 

Ancient Shepherd – we asked to look at internal plans and car parking.

After 3 weeks, no reply – Held up in system and Plans not Available
Verbal comments – Car-parking is a Highways issue and hazard is a police matter.

Internal – Toilet and Kitchen are sufficient.  We will still wait to see plans.

 

7.   Community Trust Fund

 

Set up by DQL for community.

£5000 a year into charitable fund.
Need to set up a Community Trust Fund Committee which will be a registered charity with members including - PCllr, Village Hall Committee Member, WRG member and others.

BC suggests – 1PCllr, 1 VH, 1 WRG, 1 Dist. Cllr and County Cllr.

JA – plus independent from above – eg 2 residents.

SL does it need to be a V Hall member?  Is 7 too many?

JA – More Villagers – Not Cllrs - Top Heavy.

MS – Better with Villagers.

SL – Newsletter, whittle down via Ballot.
Prop. JA, sec. MS – All Agreed.

WRG supplied “Registered Charity” information and offered their solicitor to set up trust and Model Constitution.

PCllr – SL volunteered, Prop. JA, sec MS - all agreed.

VH – Call meeting to get a member.

WRG – BC to organise.

District Cllr – one of two will be there.

County Cllr – Willing to join.

£2,500 waiting and £5,000 paid each 5th April.

 

8.   Educational Trust Fund and Play Areas

 

2 play areas – Older one at Darrington East, Younger one at side of existing Sewage Works.

BC – Meeting with Yorks. Water - £50/ year to lease for 10 years.

Insurance to sort out – No problems forseen.
BUT, Land COULD be contaminated – site of old works and possibility of sludge tipping.

Needs to be tested and cleared if necessary.  Wakefield Consultant – depends on what they find, could be up to £2,000 to do test.
BC – Seeking funding to test.
Access to works blocked by new fence – Email from YWA on Wed, 17th to BC to wait..

Decontamination – waiting advice.

 

Educational Trust Fund Money

For Awards, Playgrounds and a Contingency for other projects

BC – Awards rules – slowly being addressed.  Nothing definite.
SL – Trust fund?

JA – Trust fund to be run by NYCC.
JA - £14,000 of interest from original amount.
BC – J Vause obtained a tax rebate – about £3,000 – Can we transfer this into an Awards Account?  People are losing out as they turn 25.
Could it be initially for awards for children undertaking school projects?

JA – Committee to run this or Parish Council?

BC - Ask NYCC – No bias but would charge and Admin Fee and will look into this.

Don’t want to take it all, take interest and retain capital, or do we have to take it all?
Can we have £30,000 and £30,000 and rest in a different pot for different schemes?

SL - would trust fund run this day to day if we asked for this – would need to get outsiders or trustees to organise this.

 

PROPOSAL – Money for two schemes – Play ground and Award Scheme – Rest is to be retained.
JA – Find costs of Administration by NYCC.

Prop. MS, sec SL –all agreed.

 

9.   Phone box

 

MS Declared an interest in this item.

BC – We have been asked to sanction removal of payphone.

2 other sites mention, outside Village Hall and Cobcroft Lane junction with Wrights Lane.

Cost?  Will be nothing to Parish.

Letter from Manor Farm Bungalow, concerns over parking, at wrong end of village.

Letter from Mr and Mrs Hallam – if at Village hall, will be Vandalised.  Their letter says they have copies of plans from SDC and Land Registry but BC can’t find details of Payphone meetings in past Minutes.

Contacted SDC who were provided info by Cridling Stubbs Parish Meeting – no record   in Cridling Stubbs Parish Meeting minutes.  Previous owner of 37 Croft Lea claimed he owned land and asked it to be moved, Parish Meeting didn’t want this moved.

BT are willing to move – Cost if any to MS.

We have been asked to write a letter saying we have no objections to it being moved.

JA – Move to where?

BC – We could say yes, but would like a position first.

There is no record of Parish Meeting discussing return of kiosk.

Been at site for 50 years – previous tenants didn’t object, but they were not owners.
JA - Why move it?

MS – Cars block driveway – has received abuse, can’t put gates on property, vandalised in present position anyway.

JA – Placement – End of Village – no due to parking, Middle? Outside Village Hall?? Fern Cottage End – Blind corner – parking an issue.

BC – Leave it on pavement or cut into wall?

Parish won’t pay.

SL – What is cost of moving?

Delay decision to look closely at correspondence just obtained.

Prop. JA, Sec SL –all agreed.

 

10.   Parish Cllr Expenses

 

BC declared interested. Said he will introduce this item and then hand over to JA.

BC- From 1st May 2003 New Cllrs can be paid attendance allowances, taxable.

JA - asked for Chairman’s expenses incl. Phone and petrol.

12-18 months ago a “lottery Bonus Ball” was set up in Ancient Shepherd, money to go towards petrol and telephone, not towards Prince of Wales Hospice.
New regulations state we can pay an amount to go towards expenses – asked to look at regulations 25 and 26 and asked to recommend regulation 32.

Tax implications – respond to JA with respect to recompense.

Entitlements for a Cllr can be waived or reduced.

 

11.   Bulb Planting

 

Around stone sign – Crown Garden Centre have responded to request to look at site– suggested crocuses would be lost in grass.  Suggested mixed daffs around stone and later flowering tulips – they have one 25 kg sack - £35.00.

Grass cutting doesn’t start till May, and early flowering crocuses will lost

MS – Daffs will be picked.

JA - £8 for 500 crocuses – to see if they will be lost.

SL – in grass or in a bed? In Grass.

BC – Get children involved for ownership.

JA - £50.00 for bulbs and see what happens and add to next year.

SL – when is last grass cut?

BC – Sept.

PROPOSAL – Spend £50.00 on bulbs, announce in Newsletter

Prop. JA, sec. MS - all agreed.

 

12.   Christmas

 

Last year – Children’s party arranged by Village Hall.

Tree – Parish

Carols – Residents

JA – Yes to a Tree
BC – Parish pays Village Hall for Electricity

Carols – Unofficially with Residents

PROPOSAL – Tree and Electric

Prop. SL, sec. MS –all agreed.

 

13.   AOB

 

15-20 hypodermic syringes tipped, Sunday afternoon MS contacted BC who called number at SDC – removed within one hour.

SL – Second occasion in that place in last few months.

 

Grass cutting bill for Aug - £49.00 inc VAT

Payment proposed JA, seconded SL –all agreed.

 

Spring Lodge Quarry A.K.A. Blue Lagoon, Womersley Water.

Planning application to turn into Jet Ski Club by present owner who lives in Spain
2 temp mobile offices and changing rooms to improve safety and environmental impact.

Plan to use existing access road – Details from Pont. And Cas. Express – awaiting from SDC.

JA – Oppose.
MS – Will become a free for all.

BC – If official – he can keep people out, to turn a “hotspot” into a calm setting….

Should parish complain or individuals?

JA – Ask for deferment.

BC – Application states for water skiing.

JA – thought it was a nature reserve.

BC – Original Plan – for non-motorised craft, fishing and nature reserve various companies have been involved.
Since Farouk Sarkari bought it – jet skis have been used on it.

John Grogan MP – Concerned by deaths at place.  He has set up a working party to address these issues.

MS – Concern about impact to existing properties.

SL – Open to floor

Arriva Buses

Bus parking outside houses, and inconsiderate driver

Outside 55 Wrights Lane and on Croft Lea

Park on Northfield Lane and making “unofficial lay-by” or at Staggered Junction.  Even seen near level crossing.  Write letter of complaint.

 

14.   Public Question Time – Notes for reference.

 

Advice from Councillor J Vause - contact Yorkshire Local Council Association – Sheena Spence for “awards” scheme.

 

Chairman’s Expenses? – Mileage and phone bill can be paid.

 

Spring Lodge Quarry.

Within deed of covenant by Lord Ross (Tilcon) and NYCC – no motorised water sports.

Nature reserve – major part WIND BLOWN sailing club.

NYCC would allow Sub Aqua clubs but they are not prepared to forgo agreement re. motorised motor sports.

Womersley Parish Council have asked us to object Via Cllrs Vause, Peart and Ivey.

Within plans there are items that need to be addressed.

SDC are planning authority for this application.

 

Members of public-

A member of the public suggested a petition against the Spring Lodge Application- this was agreed to be a good idea and actioned immediately.

 

Flooding outside DQL offices

 

Dyke at side of Cobcroft Lane needs cleaning.

 

Dead trees near Gale Common– gales, potential hazard – Asked Cllr Vause to bring up with Whitley Parish.

 

Access down drive in pub car park – Farmer will not give access.  Legal people looking into it at Yorks Water.

 

Fence down side of field recently acquired by Manor Grange Stud – asked if it could be painted green to blend in.

 

Smell of “burning rubber” from Synthetic Chemicals factory?
