1.   Minutes of Last Meeting

3.   Correspondence

 

NYCC – Reply to letter about Flooding at Quarry offices, Dyke along Cobcroft Lane and width of Wrights Lane.  Reply – Gullies could not be cleaned with equipment delivered, Will clean out dyke, the hedges are the responsibility of the landowner.

Saturday refuse collection at Eggborough continues– but not at Christmas.

Arriva – Unofficial bus stop – copy of our letter has been forwarded to General Manager who has spoken to drivers.

Retrospective Planning Application for Static Caravans – Refused because they are not required for agricultural buildings and are outside Village Settlement limits.

Letter from Principal Planning Officer – comments on applications that are turned down, we will receive a copy of officer’s report for our information – BC –why not a letter if it IS acceptable too?

Alleged breaches of planning to Selby DC to be on a special form – Yellow for uses of buildings, pink for building works.

Yorkshire Local Councils Associations.

Parish representative on Selby DC Standards Committee – Nominations from all of Selby Parish Councils.  J.A. proposed BC stands.

6.   Planning Applications

 

Spring Lodge Quarry – For use as a Jet Ski Club.

We have already decided to oppose in conjunction with Womersley Parish Council.

 We have written letter and two petitions have been submitted.
Cllr Vause has also written.

Video of activities shown to all present.

Sent copies of letters and video to all members of Selby DC planning committee.

Shown to Womerlsy Parish Council.

Application may go to Planning Committee on 5th November.

Cllr Ivey to speak for us.

Possible to attend ourselves.

BC offered to go – others agreed.
BC read letter (30.09.03) to Planning officer highlighting Council’s concerns from previous meeting.

Concerns about validity of owners, “care” and accidents.

 

Gale Common

NYCC – Proposed new Weighbridge.

BC – Handed the floor over to Cllr Vause.

Cllr Vause has spoken to officer.

PFA pumped to Gale Common .

British Energy already have permission for “outsales”.

30,000 tonnes, 2,400 vehicle movements.

No way to stop it due to 1969 permission – if need to DIG on site (from the lagoons) – then planning permission will be needed.
Way forward is Community Financial Aspect.

Are Cridling Stubbs agreeable for a Financial Agreement? – Like with WRG – ongoing for the life of Eggborough and Ferrybridge power stations.

SL – How will it be transported?

Open topped vehicles – it will not blow.

MS – Are the entrance roads OK?

Officially, roads are sufficient – but Cllr Vause disagrees.

SL – Where is it shipped to?

Shipped over UK where a concrete product is needed.

Restrict hours and days of operation.

SL – Will they not need Bulk Powder transporters?

Not needed

SL – Will it get onto the road?

Wheel Wash

BC – Wagons on concrete roads – not into “mess”

Selby DC and NYCC will implement.

Loading operation needs to be clean.

Best thing – to have a meeting with Whitley PC.
Can they use the emergency exit?  Or make a new junction onto M62?

British Energy may develop the road.

BC – Write Back – Not enough details in 21 days – ask for a site visit, What vehicles will be used – re spillage.

Opened to Floor – Route seems to be through Whitley.
Enforcement is the problem.

Weighbridge will be policed with an office.

Cllr Vause – What can we get out of it?

NYCC planning staff will make sure that the operation of the site is done correctly.  Concerns will be addressed.

C. Crossdale noted that the roads and verges are already generally grey – cleanliness of roads is major concern.
Consider time limits –ask for 7.00 – 5.00 Monday – Friday, 7.00 – 12.00 Saturday.
Apply for extension in consultation time.

Site Visit.

We need more information about original Planning application.

Type of vehicle.

Directions of traffic.

Cllr Vause – Bring the two parishes together and discuss.

 

Ancient Shepherd

Decision delegated out to Officer.  Env. Health are happy with “new” toilets, but they are the existing toilets. – Best way to keep facilities opening.

BC, Nothing else to object to for planning reasons.

SL, in Officer’s report it states that pub could close within 6 months.

JA, where do staff “go”? as staff toilet will go.

BC, we could complain to Env. Health – but nothing can be done from a Planning aspect.

SL, Env. Health will require separate toilet for staff.

BC, Env. Health have no objections, they have sent letter to planning officer.

Proposal. We want a copy of Env. Health reports.

7.   Educational Trust Fund

 

Education Trust Fund stands at £100k – can only access interest not initial capital – Test case on similar sent to Charities Commission.

Access to Proposed Playground – No Access granted by landowner – Permission only given to Yorks. Water.

Have been offered piece of land down between West View and Hanover Green – potential problems.

Village Hall Committee are considering an area up Wrights Lane to right.

Strip of land to square up field.

Garden, Playground and possibly a new Village Hall.

Tried to contact Mr Downham to see if he’s willing to sell the strip- no response.

SL, Money, Less to fund it – or need to fund something smaller.

BC, “Match funding” with out using the £15k interest.

SL, Not too large to attract smaller children.

BC, An area to keep big children out.

MS, Darrington East can be used for the larger ones.

BC, Need to be able to keep big ones out, and to keep attractive.

SL, what about Public Footpath along side of Hanover Green?

BC, No such thing as an Occupational Footpath – Path is on the definitive map

SL, Too Grand?

MW, Start small and could be enlarged.

JA, Right of way to YWA land – Speak to Selby DC about access rights for Parish Councils.

BC showed aerial plan.

SL, what about planning – BC, should be ok if majority kept as grass.

SL, Seat will encourage others to come.

Price up proposals.

Planning Permissions – look at it, ideas for designs.

What about complaints, is it just for small ones, the offered land is in Womersley Parish.

 

Trust Fund – Awards scheme – Who would administer?  Yorks. Local Councils Association say it depends on wording of documents.

NYCC say it has to be administered by Parish Council or a committee of residents.
NYCC can’t make an award because they don’t know the people concerned.

It could be done if rules are strict and applications agrees with criteria

JA, set up strict rules, are members of original committee still willing to be members, and if so, do it pronto.

Need to put it to NYCC.

BC, set up sub committee of parish council with members.

JA, back to original committee – but only three members left.

Prop. Reconvene Ed. Trust Fund committee and ask for at least another 2 members in Newsletter

Set up meeting ASAP. To come up with rules for awards.

8.   Telephone Box

 

MS declared an interest.

BC – has had time to go through letters from SDC.

In ’99, 37 Croft Lea was a Council house – occupant bought and wrote to BT saying that he owned the land and asked for box to be moved.

BT moved it.

Parish Meeting Chairman and Clerk wrote to SDC to ask to put it back.

Nothing in Minutes of the time

Occupant of No 37 told to move a fence.

10 year way-leave, put on it by SDC, at request of Cridling Stubbs Parish Meeting.

Mr Shepherd bought No 37, asked for box to be moved again.

BC has called BT, spoke to the same contact. BT will move it, at cost to SDC.

Legal person at SDC says the question is “is the moving of the box in the interest of the residents?”

Consultation of residents – 2 written responses – 1st, don’t move it, 2nd Not move it to Cobcroft Lane/Wrights Lane junction and why move it at all.

SDC may bill Cridling Stubbs Parish.

SL – Both letters ask about who pays.

Legal person at Selby DC who was dealing with it has now left.

SL,  we must iron out who pays.

BC, We can say we aren’t paying.

BC, Is it in the interest of the residents?

MW, Children use it, but not for phoning.

SL, Do we need a phone box at all?

BC, stick to a traditional red one.

More information and consultation needed.

SL, What else can we say?

MW, Where else can we put it?

BC, Is it in the interest of the residents to move it?

SL, do 98% of the residents care or not?

BC, Prop. Get it in writing to formalise who will pay and where we stand.

JA, Can’t afford to pay for it to be moved.  Prop. Write to SDC and state that we won’t pay if it is moved.  Ask position with regards to them moving it.

Ask legal dept. on their decision re. Way Leave.

9.   Parish Councillor Expenses

 

BC declared an interest and said he would remain in the room to answer questions.

JA took the chair.  JA asked at last meeting if BC can receive money re. Phone Bill and Travel Expenses.

JA read from National Association of Local Councils leaflet.
Personally believe Yes so, how much.

BC – Phone bill varies.  Was £20 - £30 a quarter.  Now down to £10 -£15

Mileage – Statutory Amount.

SL, in brief, Provision for allowances.

JA, can pay allowances to chairman or all members.

Not a salary – calculated to cover extra duties.

As soon after decision – we need to display the amounts.

Regulation 26 – covers Travel Allowances. 

MW, How much?

JA, Need to decide.

Also can forgo, JA, MW, SL forgo theirs.

An amount for a year.

SL, from Parish council fund.

BC, Facilities for a “clerk” fund.

SL, How much.

BC, £60 for phone and petrol for trips to Northallerton.

Stamps come from precept.

BC, suggest Yorks Local Councils Association to help and guide.
SL, One off payment.

BC, Not wanting an attendance allowance, just re-imbursement for what I’ve spent.

Consider for future– provide receipts and reclaim – and forget about mileage.

JA, Invoices to put through books, about £100, then covered.

SL, can we set our own mileage level?

MS, don’t want to get bogged down with paperwork.

 

10.   Trust Fund – DQL Money

 

Full Complement of members to form committee to satisfy Charity Commission.

S. Longley – Parish Council.

D. Myatt – Village Hall Committee.

Lynda Walker and Charles Bullock – Village Residents.

Cllrs Ivey or Peart and Cllr Vause.

A WRG member.

Meeting to set up registered Charity and constitution.  Think about schemes for which money can be used.

 

11.   Fly Tipping

 

Letter from Property Services in SDC, 03.10.03, offering a “skip” that we can pay for.

BC, Fed up with E-mailing G. Ivey and Cllr Vause asking for fly-tipping to be cleared.

SL, could we move this item to public Question Time?

BC, Can I have an official response now and we can also discuss it in Public Question Time.

JA, Can’t afford -  about £50 per skip.

MS, Who’s legal duty anyway to clear up?  Env Agency.

Policing at fault.

SL, “Cross boundries” rubbish.

MS, from Leeds, Wakefield, Ferrybridge.

BC, Response – Cross Boundary, Nothing done with evidence presented, poor policing, cost, already pay Council Tax, skip for other peoples’ rubbish.

Grass Cutting – Pay?  £49.35

JA, Financial Officer – need to transfer funds from Deposit To Current Acc.

£317.00 to pay out in Sept. and Oct. - £500.00 will take us to April.

Prop SL, Sec MS – all agreed.

 

SL - Hedgerows cut on one side of Wrights Lane.

Volunteers to litter pick.

“Derek” from Onyx– Fly tipping and litter in parish is part of his remit.

 

MW - Children have been coming in when Hall hired for yoga.

Community Police Officer is asking for us to give names of the 3 children said to be culprits.

Decided to give names to police and they will write to their parents.

Suggestion of Good-will Gesture – not to charge for use of hall for that week.  BC to suggest it to Village Hall Committee Chairman.
