Present: Councillors J Adams, B Crossdale, S Longley, and M Shepherd. Apologies received from M Williams. Minutes taken by C Crossdale. One member of the public was present.
1. Minutes of Last Meeting

Item 6 re accounts, it was stated that MW declined to vote. It should

2. Matters arising
JA
asked about flyer for Cridling Stubbs Educational Trust Fund, BC replied
it was in hand
3. Correspondence
BC
circulated copies of a Powerpoint presentation that he had attended at
Selby DC on The National Code of Conduct for councillors. Invitation
to meeting at Castle Howard 17 Sep 04 where key note speakers included
“The Calendar Girls”, JA to follow up. Refuse
disposal – new Saturday dates are on the village noticeboard for the
skip at Eggborough. NY
Police have sent “Community Brief” Issue 1. Details
received of Cridling Stubbs level crossing closures. Request
to Selby DC for refund of postage re the clerks unsolicited flood pack
with no stamp. Selby
DIAL request for donation, decided not to donate. Would confine charity
donation to SDC Chairman’s Appeal.
Proposed to send £20 prop JA sec MS.

4 Nov 2004 has been announced for date of Regional Assembly Referendum. Invitation to Sherburn Aero Club 22 Aug 2004, SL to follow up.
4. Parish Clerk
No volunteers to date. MS to follow up possibilities.
5. Councillor’s Expenses
It was decided that BC would log miles carried out on sanctioned Parish Council business over 6 months and to address the question after that time. Prop MS, sec SL. All agreed.
6. Darrington East Restoration
Robert Smith (NYCC) is looking into our request for clarification. Due to holidays, this is taking some time. We need to know about future ownership of the land. There was discussion about the number of trees proposed. Need to liaise with Police, possibly call a Public Meeting depending on response. Item to be put on the agenda for Sept Parish Council meeting.
7. Flytipping
2/10 hotspots in SDC are in Cridling Stubbs. Have had letter from Network Rail, they are to make an assessment of the level crossing area on Stubbs Lane. We will put our complaints in writing to this York address. Copy to John Vause, G Ivey and Environmental Health.
To look at possible green waste disposal scheme at Darrington East. Suggest Press Release for local press to flag up that the landfill site is closed.
8. Floral Displays
Discussion as to stone troughs/ seats etc, get quotes and look at this in next meeting.
9. Public Footpaths
NYCC Fulford office are to get the footpath at the northern end of Wrights Lane reinstated, awaiting more information.
10. Payments
i
Need to transfer £1000 which belongs to the village hall into village
hall bank account (money from Eggborough pipeline project). ii
Need to transfer £500 from Cridling Stubbs savings account into current
account. iii Pay for stone sign extension (already passed). iv
Pay expenses for printer paper, petty cash and planning books. £34.77 All prop by SL, sec MS. All agreed.
11. Any other business
SL
asked for clarification re grass cutting. £47 for big area, BC will now
involve NYCC, John Vause and Gillian Ivey for reassessment of parish
responsibility. Approach
Brenda Oldfield who is carrying out a survey for South Selby CIP group.
Litter pickers- not forthcoming. MS
highlighted disgraceful state of footpaths in village, holes, raised
sections etc. especially on Croft Lea and Wrights Lane.
Follow up letter to John Vause. SL pointed out that the landfill tip had been smelling again, could number for EA hotline be put in newsletter again? Possibility of another trip to Gale Common was broached, possibly at “twilight”.
12. Public Question Time
A resident complained about the footpath (which runs parallel to the bypass) being impassable with a pushchair.
A resident asked what was the current position re planning applications at Manor Grange Stud – County Councillor John Vause has yet to arrange a meeting.
