Members present: B Crossdale, J Adams, M Shepherd and M Williams.

1 Minutes of Last Meeting

 

The minutes were passed as a true record.

 

2 Matters Arising

 

Regarding the level crossing on Womersley Road, a letter has been received from J Grogan MP, Yvette Cooper and Network Rail about the problem of the time that the level crossing is down.  Apparently the reason for the length of time the crossing is down is because the train drivers are making unscheduled relief stops.  A letter is to be sent to Network Rail and in the meantime continue monitoring the level crossing.

 

South Yorkshire buses have sent their apologies regarding the 412 bus service problems and would appreciate any villagers experiencing any problems to please report them to South Yorkshire buses and they will look into such problems that may have arisen.

 

Onyx are looking into the problem of the road sweeper.

 

UK Coal compensation claim, as no one has come forward as to being prepared to sue UK Coal in the small claims court John Grogan MP is looking into this.

 

3 Public Question Time

 

A villager asked about UK Coal waste on Womersley tip and were concerned about the height of this and asked how high they were allowed to tip.  Planning permission was given for them to tip to tree height.  BC and JA will bring this up at UK Coal meeting.  BC is to arrange a meeting with Rob Smith from NYCC Planning.

 

A villager was concerned about Plasmor using Womersley Road, Lady Balk Lane and Whitefield Lane and BC is to contact PC Laura Walton and Highways department.

 

Regarding the dog fouling problem the parish council are to contact Bill Parks the dog warden for this area.

 

MW asked about Windmills and was told that they are to be sighted south of Darrington.

 

4 Correspondence

 

There were no comments regarding the correspondence.

 

5 Reports from Various Meetings

 

BC attended a JAG meeting at Eggborough on 22 February 2007.  Priority was given at the meeting about Anti Social Behaviour Orders in Eggborough.  Lorries and Vehicles parking on the footpath at Hut Green roundabout.  More police presence will be made available.

7 Public Footpath at Hanover Green

 

LW will contact Hanover properties to look into ownership of this footpath as it may be owned by Hanover Housing.  A villager is to get the Ramblers Association number and LW will contact them.  The Parish Council will contact David Ottaway NYCC public rights of way officer.  LW will contact the clerk at Womersley Parish Council to see what they know about this.  The footpath number is 35.75/2.

 

8 Extension of Gale Common

 

There are some concerns regarding the moving of material.  Whitley and Cridling Stubbs parish councils attended Eggborough Local Parish Forum and British Energy and they are working with the Environment Agency to find the best way to do phase 3.

 

9 Grass Cutting

 

An emergency cut was carried out on 8 March 2007 at a cost of £100.00 and this was passed by the parish council.  It was decided to carry on employing Cutting Hedge and to ask for 7 cuts per year and weather permitting the last cut being in October.

 

10 Playground Update

 

Highways have issued a licence but item 5.0 is not acceptable as it states that they can give 3 months notice to vacate the sight.  Peter Murphy at Groundwork Selby has told the parish council that they would not get funding with this clause.  JA suggested that highways either lease or sell the land to the parish council.

 

11 Selby District AVS Affiliation

 

The parish council decided to decline to join.

 

12 Local Society of Council Clerks Election Training

 

LW has to oversee the election as the parish clerk and will attend a training course at Selby District Council offices on 19 March 2007  at a cost of £5.00.

 

6 Payments

13 New Notice Board

 

The new notice board is now in place and only needs painting.  CIP kindly donated £182.11 for this and payment has been made.  The parish council would like to thank Mr David Bullough who kindly erected the new notice board.

 

14 Any Other Business

 

The trees at the end of the village on the junction of Wrights Lane and the bypass are in need of attention.  Cutting Hedge have quoted £50.00 to carry out this work.  In the meantime MS has kindly offered to cut the trees blocking the footpath.

 

Osgoldcross Forum are moving into the old police house in Eggborough and the public will be able to call in with any concerns they may have.  They will also have internet connection and this will be available to the public.

 

Defibrillation training is to be commenced in the near future.
