1 Minutes of Last Meeting

 

The minutes were passed a true record.

 

2 Matters Arising

 

Regarding the Flexibus service Selby CIP are to produce a questionnaire.

 

Regarding Womersley Road crossing Yvonne Cooper is looking into this problem with Network Raid, EWS and West Yorkshire Police.

 

Regarding the dog fouling problem a letter from Bill Parker is going to be placed in the newsletter.

 

3 Public Question Time

 

Item 10 on the agenda to be opened to the public.

 

D Bullough has reported that there is a problem with South Yorkshire buses not running or diverting from the route.  BC is to contact South Yorkshire Motors.

 

A villager reported that on Friday 9 February two youths were seen apparently glue sniffing behind the village hall.

 

A village asked about water on Darrington East.  BC has asked if the villager will attend a meeting on 28 March 2007 with Darrington Quarries Liaison Meeting.

 

Concern was also shown regarding a problem with the orchids and it seems that it is UK Coal who are covering them.

 

4 Correspondence

 

There were no concerns.

 

5 Reports from Various Meetings

 

JA attended playground of the year meeting and they are holding a playground of the year 2007.

 

BC, JA AND MS attended the Osgoldcross Parish Forum meeting on 12 February 2007 and the Osgoldcross Parish Forum will be taking over the use of Eggborough Police Station as their headquarters.

 

6 Payments

 

There were no payments

 

7 Dropping of Litter

 

MW was concerned about the dropping of litter in and around the village and she has done a litter pick herself.  A further litter pick is to be arranged through the Greenish Fingers Club.

 

8 Road Sweeper

 

MW showed concern about the road sweeper not coming into the village.  JA suggested that a representative from Onyx be asked to come to the village to see the problem, also the Head of Environmental Services to be asked to help.

 

SDC are proposing to have a £75.00 fixed penalty fine imposed for dropping of litter.  SDC would like parish councils to employ a litter warden.

 

9 Future of SDC

 

NYCC and SDC have to put forward their ideas on this.

 

East Yorkshire CC have put in a bid for SDC.

 

A letter from John Grogan MP has been received outlining three options and would like the parish council to give their choice.  The parish council decided to opt for Option 3.

 

10 Public Footpath by Hanover Green

 

In March 2005 the parish council were asked for an extinguishments of the footpath.  The parish council asked for information regarding the footpath between Hanover Green and West View.  This footpath was then extinguished.  BC has been in contact with the Footpath Association and this footpath has now been closed.  BC is to contact NYCC regarding this as the parish council feel that they have been misled regarding the closure and if this can be overturned.  This item be placed on March agenda.  It was decided to look into obtaining a tree preservation order on the trees by the footpath on Mr Rogers, West View land.

 

11 Building Site on Cobcroft Lane

 

There have been numerous complaints about the state of this.  BC has found that the Town and Country Planning Act 1990 states that any site can be subject to section 215.  The threat of serving this notice may be enough to get this site completed.  SDC are to be asked to write to Mr J Harvey the owner of the site.

 

12 Public Telephone Box

 

MS declared an interest in this item and left the village hall.

 

The parish council were asked in October 2003 if it was in the interest of the villagers to move the telephone box and they received 2 replies.  It has been proposed to move the telephone box to outside the village hall.  BC would like to keep the old red telephone box.  The parish council have no concerns regarding the moving of the telephone box providing the red box is kept.  The new site to be by the bus stop sign and there must be no cost to the parish council.

 

13 UK Coal Compensation

 

JA has received legal advice regarding suing UK Coal.  This is to be placed in the next newsletter asking if any villagers are prepared to sue UK Coal in the small claims court on behalf of the village.

 

14 New Notice Board

 

The village hall need a new notice board and BC has obtained a donation of £184.00 from the CIP group.   A new notice board was delivered on Tuesday 13 February 2007 but it was found to be damaged, the village hall are awaiting a replacement.

 

15 Planning Application Darrington Quarries, Darrington North Quarry Extension.

 

The plan is to extend the quarry and still move stone the same route.

 

The parish council are to ask Darrington Quarries to continue with the donation of £5000.00 per year to the Community Fund.

 

SDC are to be asked to adopt 106 agreement on all planning applications.

 

16 Any Other Business

 

BC has received the proposed extension to state 3 of Gale Common.  They do not need planning for this as they already have permission, but they have wrote out of consideration.  There will be an increase in movement of materials.  MS views were that the movement be split between Whitley and Sudforth Lane.  JA wants to ask for compensation for the inconvenience.  MA would like to know if highways have been consulted.

 

JA and MS would like a meeting with Planning and Environment Agency as this planning application was granted in 1963 and there have been a lot of alterations to road conditions and the size of lorries.  This to be placed on March agenda.
