Present: Councillors B Crossdale, J Adams, M Shepherd, M Williams and S Longley and 6 visitors.

 

1.   Minutes of Last Meeting

3.   Correspondence

 

D. Bagshaw, Letter of reply to Parish Council’s letter – Reply to Mr Bagshaw – Price Unsuitable and area impractical.

 

NY Police – Selby now opening Front Desk till Midnight and cells when needed for special operations.

 

Letter to Cllr Vause – Overturned Wagons, Dirt on Road, re. UK Coal, NYCC Planning authority – contrary to plans.  Reply – Writing to UK Coal and Letter, 9th Dec.

 

Selby DC, Intend to Adopt Local Plan of 3/11/03.

 

Planning Consent for Manor Farm Bungalow - Granted.

 

4.    Public Meeting Held on 7/1/04

 

No young persons attended.

 

5.   Parish Council Standing Orders

 

Using model supplied by Nat. Assoc. Local. Councils – Draft and Edited.

BC – Correlation of Councillors alterations.

Draft for Final Acceptance – 71 items

Highlight items for time limit.  Accept at next meeting.

 

6.   Planning Application – Retention of Fence at Cobcroft Lane for Manor Grange Stud

 

Copy of letter supplied with application considered.

Observations – BC – Application is just for fence, Owners were asked for an application for a gate also, reason due to height alongside highway – exceed 1m.

SL – Application for fence that is already erected.

Stud invited to speak –

Stud – Not retrospective, contacted “highways planning department” – and were told that there is no planning issue – then enforcement officer (Miriam Rollason) came out and suggested putting in a planning application.

BC- I had asking Selby DC Planning Department, via email, to clarify if planning was needed.

Stud – had seen a letter signed by BC complaining about the fence.

BC – Read out his email to Miriam Rollason to prove that this statement was incorrect as it was not a letter and the email was not signed by anybody.

SL – The letter should be in the public domain if there is one.

MS – The fence is there, and probably staying, can we look at screening – trees and shrubs?

Stud – No plans to screen as yet, before fence it was an open dyke, built fence for safety.

SL – Planting, can get a grant for it, problem is it looks like “an industrial estate”

Stud – Trying to keep it clean – not in the style of Darrington Quarries – Position of fence is away from road, not on boundary, it’s on their own land.

SL – the DQL fence was done 20 years ago. Could your fence be planted against?

Stud – would make coming out of gates a hazard.

JA – Concern is about looks not the actual fence.

SL – it’s because it’s new – in 6 months it will not look out of place.

MW – Planting would be a nice gesture.

Stud – We keep and train horses that can jump – and have problems with fly tipping, abandoned cars and shooters with guns.

Stud – We have painted it green, set the fence back on our land, and yes, we can plant trees.

MS – Coming from Gale Common………

Stud – yes, that section is ours.

JA – Did it replace existing gateways.

Stud – Yes

OBSERVATIONS to planning

Not aesthetically pleasing – suggest masking by planting/vegetation.

BC – How much of fence is gate?

Stud – 2 gates, 2 of 6, 2m sections.
In keeping with the Gale Common fencing

Prop. SL, sec MW all agreed that the above is the only observation.

MS – with regard to the fly tipping, get Selby DC onto it.

 

7.   Yorkshire Regional Assembly

 

Public Meeting Held on 7/1/04 at York.

 

8.   Osgoldcross Parish Council Forum

 

Set up and funded by Cllr Vause – it has been suggested that, as of June 04, Parish Councils should fund - £10-£15 per year from each Parish Council should cover expenses.

Prop JA, Sec SL all agreed

 

9.   AOB

 

Bills - Christmas Tree, £30, Prop MS, Sec SL all agreed.

Postage and Stationary, £19.39, Prop SL, Sec MW all agreed

Audit for ‘02/03, £58.75, Prop SL, Sec MW all agreed.

 

South Selby CIP – Published Document – included 3 Cridling Stubbs Projects.

An example of future projects – Eggborough Hospital – local, rather than Pontefract, York or Scunthorpe.

 

Tip – Ferrybridge – Nothing, yet.

 

10.   Public Question time

 

Observations of Roads – Water tanker and Frosty conditions.

Note. That coal slurry is slippery.

Traffic Calming – BC having meeting on 30th Jan about proposals.

Phone Box – Selby Council Legal Council still trying to help.

Item 4 – No “young” people attended meeting.

Walkway – will it include a Kerb?  Perhaps a Local By-Law to restrict parking.

Entrance to Stud – could it be off by-pass?

SL- Reminder about obtaining letter from Stud to BC about “Beware Horses” sign.
