J Adams. 1. Minutes of Last Meeting
The minutes were signed as true record after all agreed.
2. Matters arising
Regarding if residents’ names should be recorded when asking questions from the floor. Nothing found in Standing Orders with reference to this.
3. Correspondence
Ideas
regarding alcohol abuse in village.
It was agreed that there does not appear to be a current problem. Selby
& York Rural Transport Partnership.
Meeting to be held 4 Nov 2004, BC & JA will attend. NYCC
Council Plan meeting at Selby Library on 11.11.04 at 6.15pm.
BC to attend. SDC re updating of licensing laws.
4. Christmas In Cridling Stubbs
Agreed to purchase Christmas tree for outside Village Hall, estimate £30 for tree and £20 to village hall to pay for electricity.
5. Planning Application re 3-4 Cobcroft Lane
Outline Planning Application for Mr and Mrs Toole to demolish garage and build detached property. No observations.
6. Floral Displays in village
Price
obtained for circular raised bed, £850.00. Price for 2 semi-circular beds £1560.00. Neither of these prices include the cost of the seat. Suggested that Parish Council pay £100 towards cost and apply to Cridling Stubbs Community Fund for remainder. Stone planter idea was deferred and costs for wooden one to be looked at.
7. Village Hall, village pub
Ancient Shepherd now closed. Planning permission was given last year to build two detached properties on the car park. Permission to convert public house declined originally. Mr Dunnington is required to advertise public house with a view to selling it as a public house. He must market the public house correctly, no for sale sign has, as yet, been erected.
Village Hall Deed of Covenant, re alcohol in the Hall. BC has written to Methodist Church with a view to try to release the deed of covenant. BC and Village Hall Committee to seek free consultation with solicitor about possible release of deed. BC to arrange meeting with Peter Burns at SDC.
8. Public Footpaths
SL has sent the map back to Countryside Agency to get grid references in order to get a clearer picture of footpaths.
9. Payments
Mazars
audit completed. £58.74 to
pay. All in favour. Parish
Council to pay Village Hall £80.00 for ten hours hire from April to
September 2004. All in
favour. JA
showed parish accounts, £471.00 in current account, £1450 in deposit
account minus £80.00 and £138.00 payments to be made. SL
to arrange meeting with Cridling Stubbs Community Fund for money towards
extra grass cutting. Parish Council to put in writing application for money for extra grass cutting money from Cridling Stubbs Community Fund.
10. Any Other Business
BC to write to NYCC re villagers being able to use Ferrybridge tip.
Traffic calming- a survey being carried out in the area.
Villager being refused permission to travel on taxi bus to Selby College as he is now doing a higher education course. BC to try and get bus route to Selby from village.
11. Public Question Time
BC asked the owners of Manor Grange Stud if they knew what the difference was between a bridle path and public footpath. It was decided that horses can not use a public footpath but pedestrians and horses can use a bridle path. It is hoped to move pavement from the side of 55 Wrights Lane to side of road on top of the ditch when proposed playing field is constructed. BC said it might be possible to make it a bridle path which would then lead to the one near the level crossing.
JA still awaiting receipts from villagers re. Educational Trust Fund Awards. BC to write to successful applicants to ask for receipts.
