Members present:- Councillors B Crossdale, S Longley, M Shepherd, M Williams and J Adams.
1. Minutes of Last Meeting
The minutes were signed as a true record.
2. Matters Arising
There were no matters arising.
3. Correspondence
N.Y.C.C. – Public Rights of Way Improvement Plan, results of survey. S.D.C. – Parish Clerks Handbook consultation, B.C. to write showing council’s concerns about content changing frequently. N.Y.C.C. Winter Service 2005-2006, B.C. to write complaining about lack of gritting. Suggest it becomes a Class 1 route and to be gritted early in the morning as the H.G.V. lorries start early. John Grogan M.P. UK Coal Womersley Tip Environment Agency report regarding use of sewage at Womersley Tip has been completed but is sub judice at the moment. He will write to all residents when report is published. S.D.C. Community Safety Strategy 2005-2008 Copy of the document. Mazars – Annual External Audit 2005 form for the responsible financial officer to complete. Defra – Quality parishes and parish planning promoting quality parish council scheme and production of parish plans. Osgoldcross Parish Council Forum – Hustings meeting. The Forum has arranged a question and answer evening with the three main prospective parliamentary candidates for the Selby constituency at the forthcoming General Election. The meeting will be on 29 April 2005, admittance by invitation only. Y.L.C.A. Membership 2005-2006 renewal of membership £24.00. Selby and York Rural Transport Partnership newsletter.
4. Grass Cutting 2005
Quotes were asked for and the only quote received was from Cutting Hedge. It was proposed by M.S. and seconded by M.W. to give Cutting Hedge the go ahead and to cut the designated areas at a cost of £100 per cut. This will be reviewed on a monthly basis.
5. Accounts 2004-2005
Mazars – External Audit to be completed. Internal Audit to be completed.
6. Village Playground
The playground must be at least 20 metres from nearest property. Legal department at N.Y.C.C. are still dealing with the Parish Council’s request to use the land.
7. Arriva Bus Problems
J.A. to deal with this problem with the Public Transport Partnership. L.W. to write to Arriva to complain on behalf of the parish.
8. Public Rights of Way
B.C. to write to Joanne Coote at Fulford N.Y.C.C. to clarify public footpaths.
9. Payments
Y.L.C.A. Membership £24.00 payment proposed by J.A. and seconded by M.W. All agreed. Stationary £5.97 payment proposed S.L. seconded by M.W. All agreed. Insurance renewal £244.00 the parish is to try and get a lower price and to get quotes from other insurance companies.
10. Any Other Business
Production of Parish Plan - meeting to be arranged by JA. U.K. COAL liaison meeting 12.4.05. UK Coal have apologised for working Easter Monday. The road speed limit is 40 mph for H.G.V. and the lorries are exceeding this. Police and Licensing Authority to be informed. The Youth activities started 8 April 2005. Womersley School proposed closure - N.Y.C.C. are to start issuing closure notices. The rubbish by the motorway bridge, a dustbin wagon tipped this and as it is on private land, it is regarded as pollution. The Environment Agency is trying to find the culprit. B.C. mentioned the elections. Cridling Stubbs is to stay in the Osgoldcross Division of North Yorkshire. There will be a meeting (AGM) of the Community Trust Fund on 29 April 2005 at 4.30pm.
