Members present: B Crossdale, M Shepherd, M Williams and J Adams.  S Longley sends his apologies.

 

1 Minutes of Last Meeting

 

The minutes were signed as a true record.

 

2 Matters Arising

 

Item 8 of minutes 14.09.05 to be altered to item 9.

 

A letter has been received from Gillian Ivey regarding inspection of footpaths and two junctions on Northfield Lane.

4 Grass Cutting 2006

 

On condition that there will be no price increase it was decided to let Cutting Hedge continue with the grass cutting starting March 2006 and ceasing October 2006. 8 cuts in total and the final cut as late as possible in October 2006.

 

5 Parish Plan Representatives

 

J Adams has volunteered to represent the Parish Council

M Shepherd volunteered to represent the Education Trust Fund.

J Senior volunteered to represent the Manor Grange Stud.

 

6 Community Emergency Plan

 

J Adams will look closely at the questionnaire and make notes and her findings will be put on the Agenda of 9.11.05.

 

7 Correspondence from Society of Local Clerks

 

It was decided that L Walker will not be attending a branch training session on 9 November 2005.

 

8 Planning Application - Ancient Shepherd

 

The councillors observations were: Has Mr S Dunnington proved that he has advertised the public house as per regulations. The parish council would like to see this proof.

 

Mr Dunnington is the largest developer in the village and it has cost the Village Hall Committee approximately £2,300 to remove a covenant from the village hall to enable the villagers to socialise, perhaps he would like to contribute to this cost as a good will gesture rather than a Section 106 agreement.

 

The parish council would also like to see the alterations to be in keeping with the building as it is now.

 

9 Arriva Buses

 

B Crossdale is to chair a CIP group meeting and a representative from Arriva buses has been asked to attend.  Also J Laking from N.Y. PTE.  B Crossdale will bring the problems in Cridling Stubbs to their attention.

 

B Crossdale is also to write to J Grogan regarding concessionary fares and discrepancies between North, South and West Yorkshire.

 

A request is to be put in the next newsletter asking villagers to let their observations and complaints to the Parish Council.

 

10 Payments

 

Mazars - External Audit £58.75 - passed for payment.

Cutting Hedge £100.00 - passed for payment.

Postage - £7.20 - passed for payment.

Paper and Box File - £20.98 - passed for payment.

 

11 Any Other Business

 

J Adams brought up the problem of dog fouling and would like to pursue By-Laws. This item to be placed on 9 November 2005 agenda.

 

Fly Tipping in Northfield Lane, B Crossdale to report to S D C

 

12 Public Question Time

 

A villager showed concern about the hedge on Northfield Lane, B Crossdale to contact Darrington Quarries.

 

Regarding the serious assault on a resident, other villagers have reported seeing people of similar description to the assailants.

 

Regarding working on railway, B Crossdale to request that Network Rail inform the Parish Council if they will be working throughout the night.

 

Two caravans were seen in the emergency exit on the M62, B Crossdale to the request that the police investigate.

 

The meeting closed at 8.05.
