Members present: Councillors B Crossdale, S Longley, M Shepherd, M Williams and J Adams.

 

Also present District Councillor Gillian Ivey and three residents.

 

1.  Minutes of Last Meeting

 

The minutes were signed as true record after all agreed.

 

2.   Matters Arising

 

Christmas tree for outside village hall to be in place by 4 December 2004.

 

3.   Correspondence

 

Selby District Urban Renaissance meeting 10am – 1pm 20 November 2004 at Brayton College.

Freedom of Information Act re access to files held by Parish Council.  Parish Councillors need not give notice to view.  Public need to give 7 days notice in writing.

Local Transport Plan 2006-2011 consultation runs until 30 November 2004.

N.Y.C.C. Waste Management Service Procurement Key Stage Meeting Nov. 2004.

Yorkshire Local Councils Ass. Are running seminars for councillors.

Parish Council Conference 25-27 February 2005.

Yorkshire and Humberside modernising rural delivery.

Invite to parish councillors to celebrate ministry of Fr. Colin White 30 November 2004 at St Martins Church Womersley.  Councillor Ivey to represent Cridling Stubbs.

4.   Parish Precept 2005

 

Increase of 10% to £1210.00 proposed by J.A. seconded by M.S. All in favour.

 

5.   Anti Social Behaviour

 

Plants have been uprooted and trampled on at the Cridling Stubbs sign. 

Youth seen walking in street with air rifle.

Friday night youth activity has been suspended at the moment.

Parish Council to seek advice from Dawn Clarkson from Selby DC about the problem of young peoples’ behaviour.

Village Hall Committee have abandoned Christmas party and disco.

Profit from shop has had to go towards repairs due to damage caused by young people.

Propose meeting between parents, young people and police in New Year to try and resolve this problem.

Young people’s behaviour to be put on agenda for next parish meeting.  Insert to be put in Parish Newsletter.

 

6.   Payments

 

£25.99 for printer toner passed.

B.C. to get note books for clerk and stationery.

 

7.   Any Other Business

 

J.A. and M.W. attended an Anti Social Behaviour Lecture.  Sheena Spence will help with advice about funding for playground.

 

Whitley are doing a Parish Plan and will come to Cridling Stubbs and talk about parish plan.  Parish Plan to be on agenda for next parish meeting.

 

M.S. and J.A. attended a meeting at Copmanthorpe village hall.  They received information that the village can hire a mini bus for the residents of the village from Selby District Community Transport Brokerage at a cost of £16.00 per session if we supply a volunteer driver.  There is a possibility that the village can get a grant for this if it is for the use of children or elderly. The village can also get a grant to buy its own from S.D.C. and match fund it from the Community Fund.

 

Cridling Stubbs Educational Trust Fund- receipts received were approved and cheques will be sent out in the next few weeks.

 

Village Hall request for deed of covenant to be released will be brought up at the next Methodist Church meeting.

 

S.L. gave cheque for £925.00 from Cridling Stubbs Community Fund towards payment of architect fees for village hall alterations.

 

8.   Public Question Time

 

Villager requested update regarding proposed public footpath and playing area.  B.C. gave an update.

 

U.K. Coal regarding smell.  This case is going to court and the investigations are ongoing.

 

S.L. asked B.C. if letters regarding public footpath could be a joint matter between parish council and community fund.  B.C. agreed to this as it was in the village appraisal.
