Members present: B Crossdale, M Shepherd, S Longley, M Williams and J Adams.

 

1 Minutes of Last Meeting

 

The minutes were signed as a true record.

 

2 Matters Arising

 

Regarding the problem of fly tipping, nothing has so far been done about this and G Ivey is to insist that S.D.C. officers look into this.

 

3 Public Question Time

 

A parishioner asked about the speed limit on Whitefield Lane. G Ivey is currently dealing with this problem. It was also asked if a mirror could be erected at the top of Wrights Lane onto Northfield Lane. A Chisham, L Walker and M Anderson asked why the speed limit could not be reduced. S Longley informed the Parish Council that the police could loan a speed camera to the parish council, this item is to be put on the agenda for December 2005.

 

Maxine Anderson also showed concern regarding the excessive amount of mud on the road.

5 Budget 2006

 

Setting the precept for 2006 B Crossdale suggested that a list and future costings be put together and this item placed on the agenda for December.

 

6 Highways and Footpaths Update

 

G Ivey is to contact Mr S Henshaw regarding the footpaths.

 

Mr P Shepherd from Highways NY is inspecting the Whitley Ward to assess this problem.

 

7 Parish Plan Funding

 

There will be a meeting in the village hall on 12 November 2005 at 2.00pm for any villagers to attend and say what they would like for the village.

 

The cost of putting together a parish plan would be £50.00 a day for an amateur to produce and £100.00 a day for a professional to produce.  Work in kind may cover this cost.

 

J Adams is to apply on behalf of the parish council to the CIP group for £250.00 towards the cost of the parish plan.

 

S Longley and B Crossdale declared an interest and left the room and the motion was carried.

 

8 NYCC Minerals and Waste Plan

 

Darrington Quarries would like to continue, 2 items are on the update.

 

1 Cridling Stubbs central processing plant

2 To continue to bring stone in underground.

 

The parish council had no objections to this.

 

9 Parish Council Training

 

L Walker is to carry on with the clerks training course.

 

B Crossdale is to look into any farther training courses available.

 

10 Christmas 2005

 

B Crossdale proposed that instead of purchasing a tree that this year instead the parish council buy some electrical lights. The parish council agreed to donate £50.00 towards this cost.

 

11 Dog Fouling

 

Complaints have been received regarding this problem and the parish council does not need to have any by laws for this as it is covered by Dogs (Fouling of Land) Act 1996.

 

The dog warden B Parker from SDC is to be approached regarding this problem.

 

Onyx is to be approached about the emptying of dog fouling bins.

 

B Crossdale is to check whether the proposed playground site will be covered by the Dog Fouling Act 1996.

 

12 Community Emergency Plan

 

J Adams looked into this and permission is to be sought to put these findings into a working document. This motion was carried and this item will be placed on the agenda for December.

 

13 Any Other Business

 

J Adams showed concern regarding M Downing’s field to the rear of Cobcroft Lane and the lack of fencing. S Longley also showed concern about a fence post and pailing protruding out on Northfield Lane crossroads.

 

This problem regarding fencing is to put on the agenda for December.

 

Regarding the assault on a resident, the suspects were seen yet again in the village.  Another resident investigated and reported this matter to the police. The assailants were last seen going down the footpath to the side of Hanover Green at about 10.30pm.

 

J Adams suggested that the bungalows at Hanover Green would ideally be better in the parish of Cridling Stubbs instead of at the moment being in Womersley parish. This item to be placed on the agenda for December.
