3. Correspondence
NYCC Engineers are looking at the proposal to use land at northern end of Wrights Lane for a play area. Bus
Service Review is ongoing. Sherburn
Aero Club have sent invitation to their 40th anniversary
celebration on Sun Aug 22 2004, displays/ barbecue etc. YLCA
meeting, Selby branch Monday 14 June 2004 at 7pm, community safety
issues. MW and JA to attend. Copy of Cridling Stubbs Village Hall accounts for last year have been sent to Parish Council for information.
4. Parish Clerk
RC sent his apologies. It was decided to ask for volunteers for this position in view of the Clerk’s impending resignation. To be advertised in the village newsletter, a minimum requirement would be to take minutes. Prop SL, sec MS. All agreed.
5. Boundary Committee
After discussion it was decided to write to the Office of the Deputy Prime Minister with copies to Councillor J Vause and John Grogan regarding options for a possible Regional Assembly. Cridling Stubbs Parish Council do not agree with the formation of a Regional Assembly but if it does go ahead they would like to see a third option for Selby, namely a Selby and York link. They are not happy with the proposed East Riding link for several reasons – York & Selby Hospital Trust, more affinity with York, policing and education issues, population (numbers in East Riding would be too high). 6. Accounts
The Vale of York Community Accounting Scheme has done the internal audit this year, no charge. Before the accounts go to the external auditor they are available for public scrutiny, by appointment, at the home of the responsible financial officer Counc Jenny Adams until 23rd July. Prop SL, sec MW that the accounts be accepted, (the 3 eligible voters, MW MS and SL all agreed. BC and MW did not vote.)
7. Floral Displays
The Parish Council to make the payment for the trough extension to the stone sign. Prop SL, sec MW. This has been planted up and has attracted favourable comments. The wooden planter at the southern end of the village is now in place and there was a discussion regarding a more permanent planter/ seat. It was decided to ask for design ideas in the next village newsletter and award a prize for the best suggestion.
8. Payments
To pay £60 hire charge for use of village hall for parish council meetings, prop MS sec JA. All agreed.
BC declared an interest in the following item and left the room until this item was completed.
Discussion re phone call expenses incurred by the Chairman over last 12 months, led by JA. It was decided to reimburse £88.41 phone calls as per submitted itemised bill. Prop SL, sec MS. All agreed. Further points were raised by SL regarding the need to formalise reimbursement of expenses for petrol, telephone calls, postage etc. It was agreed to put this on the next agenda.
9. Any other business
Details of the proposed planting scheme for Darrington East have just been received. Chair to circulate details for discussion at next meeting. It was decided to contact David Harper at DQ to clarify future ownership and maintenance of this area. Also to enquire of SDC and NYCC if they were interested in joining this scheme to promote it as a public amenity. If SDC and/or NYCC were unwilling partners the area would stay merely as a “kick about area”. Prop SL, sec MS. All agreed.
Letter from John McCartney re Mon 7 July 7-9pm seminar by SDC Overview and Scrutiny Committee, all Cridling Stubbs councillors plan to attend.
It was decided to pursue the issue of “no tipping” signs with SDC and to ask them to clarify the “hot spots” for flytipping. Also to contact, yet again, Railtrack re the untidy area of land at the level crossing.
MW asked about grass cutting. It was decided that the area which the parish has to cut should be extended. BC to contact Sodhexo to expedite this.
SL announced that there is now, as of today, £7,500 in the Cridling Stubbs Community Trust bank account.
In answer to a query re Cridling Stubbs Educational Trust Fund JA said that applications for money are imminent.
SL asked about the future of the Village Hall. Informed that the Cridling Stubbs Village Hall Management Committee were to hold a meeting the following week.
