1 Minutes of the last meeting

 

The minutes were signed as a true record.

 

2 Matters arising

 

There were no matters arising.

 

3  Public question time

 

Mr Briggs brought to the councils attention that he did not receive the parish news.  JA asked Mr Briggs if he would deliver his areas newsletters and he agreed to this.

 

Mr Briggs told the council that he recently had cavity wall insulation work carried out and if anyone in the village were interested in having this work done he had the telephone number for the contract firm and that any properties that he recommends the contract firm would give him £10.00 and if anyone had this work done any monies that he received he would buy more daffodils to improve on the work Mr Briggs and his wife had already done.  BC said that he would put this in the newsletter.

 

4 Correspondence

 

There were no matters concerning the correspondence.

 

5 Reports from various meetings

 

BC attended a meeting at Selby Town Hall regarding transport plan.  There are 15 schemes proposed one of which was to put cycle tracks on the A19 and another for a calming scheme to be installed.

 

6 Planning Application 42 Wrights Lane

 

The planning application for construction of an en suite bathroom had no observations from the council.

 

7 Planning application Manor Grange Stud Farm

 

A representative from the stud farm said that as the barn used to be an agricultural building they were told that they did not need planning permission.

 

JA stated that an environmental study should have been carried out regarding the bats that lived in the barn.  As this study was not done and the barn had already been demolished the bats were no longer there. The stud farm representative said that she was not aware of any bats in the barn.

 

BC showed that according to the plans submitted the new barn that has already been constructed is much larger than the old barn.  Mr Howarth from the stud farm said to Miss Howarth from the stud farm that the plans showed that the new barn was larger than the old barn.

 

Miss Howarth then stated that if they at the Stud Farm had any more trouble from the parish council and the villagers they would sell the land to gypsies and let them move in.  The parish council and the villagers present at the meeting saw this as a threat and the chairperson had to close the meeting for ten minutes at 7.30pm.

 

The chairperson re opened the meeting at 7.40pm.

 

The Parish Council observations were that no environmental study had been carried out, the plans and the building of the new barn were larger than the old barn and that there was a query as to whether the barn is an agricultural building.

 

8 Playground update

 

The licence has been received and no footpath shows on the licence plan.  Peter Murphy from Groundwork UK told the parish council representatives that this needed doing separately.  The children have chosen 4 pieces of equipment that they would like.  It is proposed to erect wooden equipment where possible.  Peter Murphy advised approaching EPAC for funding.  The parish council need to provide 10% and the parish have already approached the Educational Trust Fund for £10,000.  MW asked about the removal of the trees and what size tree would be planted to replace the felled trees.

 

9 Insurance Renewal

 

The renewal was passed for payment of £263.55.

 

10 Lorries of rubbish at the Manor House

 

BC had contacted D Adamson SDC Environmental Health and she said that this was an Environment Agency issue.

 

They would like to receive a telephone call when rubbish is being burnt, this number is 01757 292191.

 

11 Citizens Advice Presentation

 

BC has contacted them about coming to a parish council meeting.

 

12 Proposed Wind Farm

 

MW BC and  MS attended a meeting and the offer of visiting a working wind farm is still available.  There are now 9 proposed wind turbines at Stubbs Bridge.  No planning application has been put forward as yet.

 

13 Proposed Eco Town

 

There have been 14 proposals shortlisted.  1 remaining proposal is to be in the Leeds City Region, they will decide and report to the government.  The press have been printing confliction reports.

 

The next update is July 2008.

These were passed for payment.

 

£500.00 to be transferred from deposit to current account.

 

15 Any other business

 

MS has been in contact with Vodafone and they will try and improve the reception.  They want the telephone numbers of Vodafone users and they will try to make improvements.  This is to put in the newsletter and MS will oversee this.

 

Brotherton Sure Start is to close.  There will be a meeting in Eggborough village hall on 18 April 2008 1-3pm to discuss the children’s’ provisions up to 9 years of age.

 

A villager showed concern that Cridling Stubbs would be having Sure Start and BC said that this was not the case.
