Members present: Councillors B Crossdale, S. Longley, M Shepherd, M Williams and J Adams.

 

1. Minutes of Last Meeting

 

The minutes were signed as a true record.

 

2. Matters Arising

 

S.L. queried Y.E.D.L. power disruptions correspondence.

 

3. Correspondence

 

D.E.F.R.A. regarding rural affairs – “Citizen Engagement” and “Vibrant Local Leadership”.

Standards Board of England - the code of conduct is being reviewed for the future.

Yorkshire and N.E. Regional Conference at Wakefield 28 April 2005.

N.A.L.C. Clerk training bursary confirmation.

S.D.C. Local Plan adopted.

S.D.C. Community Safety Exhibition Selby Town Hall 5 April 2005 11.30 am to 3.00 pm.

S.D.C. Selby Continental Market 11-13 March 2005.

S.D.C. Farfield Cottage planning application passed.

Society of Local Clerks regarding training course.

4. Parish Plan

 

Lindsay White (Groundwork Selby) sends her apologies as she is ill.

It was noted that a parish plan cannot be produced by a Parish Council.

Volunteers are required to produce a parish plan.  J.A. volunteered, L.W. also volunteered and a member of the Village Hall Committee will also be asked to volunteer to develop a parish plan whereby the residents of Cridling Stubbs will be able to say what they want in the village.  J.A. will seek other volunteers.

 

5. Formation of a Youth Council

 

An application will be submitted to the Cridling Stubbs Community Fund for funding for a village trip to Bridlington.

In order to get the younger residents involved, it was decided to restart the youth activities in the village hall.  Bryan Crossdale, David Bullough, Lynda Walker, Jenny Adams Claire Wilson and Moira Williams have volunteered to help.  A flyer will be sent to every household letting villagers know when youth activities are to commence, also more volunteers will be sought. The youth worker will be contacted to see if she can attend the first youth activity night which it is hoped to be 8 April 2005.

 

6. Proposed Closure of Womersley C.E. School

 

A public meeting was held on 3 March 2005 and J.A. attended.

The L.E.A. gave a damning report on the school. The L.E.A. is wanting to close the school but there is strong opposition from residents, children and the school governors. Nothing was resolved at the meeting. Cridling Stubbs Parish Council will help in any way they can in turning the proposed closure around.  It was proposed to write to NYCC, asking for two years respite from closure in the hope of saving the school.  All agreed

 

7. Extinguishment of Public Footpath

 

The footpath runs between Hanover Green bungalows and Mr and Mrs H Rogers’s house and comes out through the garden of Mr and Mrs Woolley on Northfield Lane.  Mr Woolley has asked N.Y.C.C. to either extinguish the footpath or to re-route it, but preferably to extinguish it. No objections were raised to the extinguishment of the footpath.  Proposed by S.L. seconded by M.W, all in favour- B.C. is to write to Andy Hunter at N.Y.C.C.

 

8. Grass Cutting

 

With reference to the cost of the extra grass cutting, M.S. and J.A. are to try and see if they can get any quotes to try and get this done cheaper. The large area gets cut every month and the extra is done 3 times a year.

Quotes will be considered at the next parish council meeting.

 

9. Payments

 

The cost of hiring the village hall for the Parish Council meetings since September 2004 is £56.00 S.L. proposed this payment and M.W. seconded it, all agreed.

 

10. Any Other Business

 

Regarding Darrington Land fill site, there will be no more tipping after 16 February 2005 as the site is now full.

Darrington Quarries have started to level the site for the football kick about area and they will plant trees and create a footpath, hopefully this will be donated to the village.

Regarding the sale of the Ancient Shepherd Public House the parish councillors were shown an advert from the press advertising the pub for sale.

A litter pick up is hopefully going to be organised.

Street cleaning will be checked every week.

The dog fouling signs and neighbourhood watch signs have gone from the old lampposts when they were replaced and attempts will be made to recover these signs.

Seminar for Training of Parish Clerks is to be held at Tadcaster and L.W. will be attending.  B.C. is to contact Bryan Metcalfe about this and any expenses occurred will be paid to L.W.

With regard to the playground we may need planning permission.  L.W. is to respond to any letters regarding this permission.  It is hoped to ask the young people of the village what they would like in the playground.

J.A. asked for an update on the BIG STINK - an outcome is still awaited from the Environment Agency.

M.S. brought up item 9 of the last minutes regarding John Prescott’s proposal to give land to travellers.
