1 Minutes of Last Meeting

 

The minutes were signed as a true record.

 

2 Matters Arising

 

The building site on Cobcroft Lane – Selby DC Environmental Health have viewed the site and taken some action.  They have sent the Parish Council a form, enquiring if it is satisfied with the outcome.  The Parish Council is to respond it is not and to write to the planning department about the caravan and storage container on the site.

 

3 Public Question Time

 

A resident asked about elderly persons’ bus passes being used on buses travelling into South Yorkshire.  The Chair stated that the County Councillor was attempting to make this possible and a update would be issued shortly.

 

A resident asked for an update on Darrington East and expressed concern to the lack of a footpath from the crossroads to the entrance.  The Chair told the resident that this would be considered before the site is open to the public.

 

4  Correspondence

 

Planning application for land adjacent to 3/4 Cobcroft Lane observations.  Land needs tidying, concerns that permission has been granted for 12 years and nothing has been done.

Local police summary – to be placed on the next agenda.

Selby DC – Lighter, Safer Communities Project – to be placed on next agenda.

Owen and Robinson – Church Fenton Air Display – M.S. and Guest and Clerk and guest to attend.

 

5  Audit 2005-06

 

Audit form is correct – all agreed.

 

6  Parish Council Insurance

 

The quote from Aon of £252.99 was agreed by all.

 

7  Clean Neighbourhood and Environment Act 2005

 

The guidance notes had now been received and it was decided not to take up powers at this present time.

 

8  Payments

 

Playing Fields Association subscription - £12.50

Grass cutting - £100.00

Village newsletter printing - £3.65

 

All agreed to pay

 

9  Drainage

 

Some residents have experienced smells from drains, especially after heavy rainfall.  It was decided to ask residents about this in the next newsletter, before writing to Yorkshire Water.

 

10  Footpath to the side of Hanover Green

 

Concerns have been expressed over rumours that the small footpath at the side of Hanover Green was to be sold to a resident.  At the moment, it is used by residents to gain access to the fields at the back of Hanover Green.  It was decided to write to the landowner, enquiring if residents can still use it.

 

11  State of Public Telephone box

 

Complaints have been received about rubbish etc. being left in the telephone box.  It was decided to place a polite notice in the newsletter and a sign in the telephone box, asking users to keep it clean.  It was also decided to write to BT, asking why it is not cleaned.

 

12    Purchase of Village Camera

 

M.S. suggested that a camera could be acquired to be put to various uses by residents.  It was decided to ask residents in the next newsletter if anyone would be interested in starting a camera club.

 

13  The Big Stink

 

The Chair stated that he had received confirmation that the Environment Agency were not going to take any action against any of the three companies involved in “The Big Stink” from Womersley Tip in 2004.  Due to the importance of this item, the Chair asked members of the public for their thoughts on the matter.  A resident said that he thought all residents should be asked what action, if any, they wanted the parish council to take.

 

It was decided to seek all residents’ views, to ask the residents living at Spring Lodge Crossing if they had received any compensation and to seek legal advice.

 

14  Selby District Council Consultation on the core strategy issues and options

 

It was decided to return the completed questionnaire.  Option 2 was the preferred option for future make-up of Selby District Council.

 

15  Any other business

 

J.A. stated she had received a form asking for a nomination for a parish representative on the executive committee of the York and North Yorkshire Playing Fields Association and that she was prepared to stand.  The Chair asked if anyone else wanted to be nominated.  No one else wished to be nominated and so Jenny Adams’s name was put forward.

 

M.W. suggested village events should be advertised in the Womersley and Whitley newsletters.

 

M.S. asked about Hanover Green being in Womersley parish.  The Chair said that he was expecting a reply from Womersley Parish Council very soon.  It was decided to ask the clerk to contact Womersley PC about the poor lighting in Hanover Green.

 

Funding is available from UK Villages for items such as notice boards.  It was decided that B.C. should apply for this.
