1.   Minutes of Last Meeting

3.   Correspondence

 

Planning Officer’s report about Gale Common Weighbridge.

Proposed hours of work changed to 7am – 5pm and not 6.30 – 6pm.

Minutes of Selby DC’s Overview and Scrutiny Committee meeting with NY Police.

Incl. List of phone numbers and email addresses.

NY Police Auth.  Planning for 04/05 Budget.  Consultation Selby Community Centre, 19th Jan 6-8pm.

Ancient Shepherd Planning - Granted, but with various conditions.

CC John Vause – Written to NYCC Highways about traffic calming on 11/11/03, still no response.

Waste Collections during December.  No Collection of Recycling for 3 weeks because the dates have been changed.

BC has emailed Cllr Ivey with complaints about possible fly tipping over Christmas period.

Eggborough Skip will not be present during Christmas week.

NYCC Winter Service leaflet-distributed to Councillors.

Overview and Scrutiny Committee.

Police Cells are now shut (Selby Cells).  Now to York.  Dedicated teams for offender to relieve officers.  Selby DC want cells re-opening and for Parish Councils to write a letter of support.

Overview and Scrutiny Committee Re. Fly-tipping – full support.

Tree Preservation Order – placed on 2 chestnuts at Forge Garth at owner’s request.

 

4.   Standing Orders

 

BC – Proposed correlation of proposals from all committee members to be presented at next meeting.

Prop SL , sec. MS- all agreed.

 

5.   Manor Farm Bungalow Planning Application

 

BC – Alterations to Skylights to existing planning applications.

From a planning viewpoint, can’t object to proposals.
1 building has been slightly moved away from Wrights Lane.

More of wall on Cobcroft Lane to be removed to provide better access.

Buildings are dormer bungalows, not houses

JA – Heights of houses?

SDC has an error re. description.

No further observations made.

 

6.   Educational Trust Fund and Village Play Area

 

Wrote to Mr Bagshaw re land behind Hanover Green and also for whole field.

Reply - £25k for 0.6 acre – no additional land other than strip at back of bungalows for £60k.

Other ideas for land?

SL – Strip from Mrs Johnson’s Bungalow up to Northfield Lane.

Could be sympathetically planted and provide entrance to Cridling Walkway, Playground area and Kick-about area.

Agree to re-convene Educational Trust Fund Committee so that Award scheme can be administered.

Go ahead and ask for £15k interest and match fund.

JA – Contact D. Downham about land.

MW – Filling in of Darrington East – when finished?

BC – Summer – could provide a playground area?

SL – Looked at local playground (Beal)

Not too large, we can afford it – it’s a start.

JA – Approach DD.

BC – Reconvene Educational Trust Fund Committee.

Still need two more members.

SL – Reconvene for length of playground project.

BC – through or with backing of parish council we need a ”Playground committee”.

SL – Community Trust can take this on board.

BC – Decide what to use Ed Trust Fund for – Playground or award.

Proposal 1 - £12k for playground to match fund

Prop. SL, sec. MS – area for garden, walkway, kick-about and playground
All agreed.

Proposal 2 - £3k for Future awards.

Separate committee – needs two more members.  Ask again in Newsletter.

 

New funding – Bayford Fuels (Bramham).

They have asked for advertising in Newsletter.

In meantime – younger adults have asked for pool table at a cost of £329.00.

Selby DC Funding officer has approached Bayford Fuels independently.  It appears to be going ahead – Advertising on Web and Newsletter.

MW – Space, re. Pool table.  Could be used alongside Table Tennis for £1.00 donation.

MW – who will be in?

BC That is up to the Village Hall Committee.

SL – There are now quite a few 18-year olds in the village.

Who would be responsible for the youngsters?

MW – Ratio of older:younger children of 8:1 with a “responsible adult”

BC Darrington East will be available for all residents.

 

7.   Community Trust Fund

 

SL is Parish Representative.

They have held 1st meeting held to set up goals.

Met with solicitor – Charity status and Legal framework being sorted.

Jan/Feb – £2½K with another £5k in April.

It will fund projects including play areas and planting.

 

8.   Precept

 

Last year £1000 from 62 houses.

Outgoings totalled £1,300 for year.

Proposed 10% rise from last year.

BC suggested £1,100.

9.   Osgoldcross Parish Council Forum

 

13 Parish Councils of Osgoldcross attend meetings.

All have 2 members attending.

BC is secretary of forum.

It gives Parishes an extra voice.

Other Parish Councils from outside the District are asking to join – want ideas of Remit of this committee.

Items of interest are to be reported back to this Council.

 

10.   Selby DC Standards Committee representative

 

BC received 4 votes from Parish Council for Representative - nominated.

Colin Trevor was voted for as Deputy by Chairman’s vote after 2:2 split vote.

Reminder of Carol Singing – 22nd Dec, 6.30pm.

Erecting Christmas tree – volunteers.

Payments - £96 for hire of hall.

12.   Public Question time

 

David Myatt asked for confirmation of £15k only and not capital from Ed Trust Fund in writing.

It was pointed out it is the Charities Commission who refused NYCC the capital on a similar proposal for a similar fund.

Claire Crossdale – Young Person on a Committee?

Will invite 18 year olds and over to attend next Council meeting via Newsletter.  Children will be able to attend with an adult.

Wednesday 7th January 2004.  Day change due to Regular Booking on Tuesday for village hall.
