1.   Minutes of Last Meeting

 

Passed as true record.

 

2.   Matters arising (Not to be discussed during meeting)

 

PC Drummond

Standing Orders – BC and SL to attend Seminar on 25th June, JA MS and MW to attend on 16/7/03

UK Coal – Continue as planned with sorting out dirty roads.

 

3.   Neighbourhood Watch – PC Mike Welsh (Selby)

 

M.W. has experience and will help/co-ordinate.

No Set Rules.

Neighbourhood scheme- Police give supporting role.

Setup – Canvas people ask for volunteers, perhaps 6.

Basic – look out for post, milk, dustbins.

Police can give updates on crime prevention/alarms/security.

Updates of an area – e.g. shed break-ins etc, cars targeted, pass-on of info.

Messages delivered by phone and email lists.

Pack left by PC.

4.   Waste, Recycling and Litter

 

Sarah Dickinson – SDC.

Why can’t we use Ferrybridge Waste?

We don’t pay council tax to WMDC, we pay to NYCC – therefore WMDC has introduced permits (knock on effect through other CCs).

Provide a skip at Eggborough each month – NYCC provides a skip, the place was their choice.

Selby DC do have Bulky Waste collection - £32.00 per half hour.

SDC can’t provide house waste sites (not part of their remit).

WMDC/SDC – talks ongoing.

 

Recycling

DEFRA – funding to be extended to kerbside boxes.

Stage 1 – Boxes delivered 4-15th August with a Collection Calendar .

Collection, week commencing 18th August, then every 2 weeks .

Green – Paper/card, Blue – Glass .

Cans collected via “bring site”, i.e. take your cans/bottles – get “cash” .

Plastic – 6 types – some can’t be recycled.

 

Litter.

Bins being emptied, awareness campaign to get people to use them .

Streets being swept, was every 8 weeks .

Mobile 4 – Derek Lock – once a week, list of details of his work left with BC.

Still phone up cleansing office if there’s a problem.

Litter thrown – Litter control notice.

Use numbers for Environmental Health.

 

5.   Correspondence

 

Eggborough collection notice on Notice Board.

Parish plan meeting – Eggborough 24th July. SL to attend

Selby Groundwork letter – meeting Eggborough 16th July.

Government – Support regional assemblies – NYCC support the county being kept.

Arriva Buses – buses making “lay-by” on Northfield Lane –still looking into it.

 

6.   Council Training

 

Decision - Parish Council to pay for Councillors to attend a seminar – cost £75 for 5.

 

7DQL update

 

Letter – Woodland and Glade acceptable in Darrington East.

Agreement not to landfill further extensions.

2, 90 degree bends on Leys Lane are a WMDC matter- deal with WMDC direct.

Trust fund – still offered £5,000.00.

BC to insist we see the written agreement before next liaison meeting (because their next meeting is in 13 days).

BC wants “trust” from village to act in our best interest or have a meeting on Thursday, 17th July to discuss – B. Crossdale, M. Shepherd and M. Anderson to attend Liaison Meeting.

NYCC Planning meeting at end of July.

Propose that if information given is OK then the three will give the go-ahead – any doubt, Extraordinary Meeting of the Parish Council to be called.

 

8.   Planning Applications

 

2 Bungalows at Manor Farm Bungalow, Selby DC have placed preservation order on 2 trees (wait 6 months before it becomes permanent).

 

Land adjacent to 3/4 Cobcroft Lane – Outline permission for 10 years – Now refused, New application – outline planning permission for 2 houses. Observation – Plan out of date – will contact owner to find his view.

 

Ancient Shepherd – original application withdrawn, new application in, we have written to every district councillor – passing on comments from villagers, e.g. atmosphere, lack of food preparation area.  BC wants to speak at planning application meeting – 22nd July – Ask for comments for this meeting.

 

9.   Grass Cutting

 

As a parish – we can take over – in theory, SDC pay ½p per sq metre – approx £3.00 for what they do– Phoned company who cut the grass for SDC asked for a quote for the whole of the area – if it was 3000 sq metres, £30 a cut.  Decision –to ask them (Sodexho) to cut it this year.

 

10.   AOB

 

Traffic Calming – in writing, 20mph limit for Village, 40 mph around staggered junction and across top of village – for safety at junction – BC sent letter to County Councillor.

Waste Local Plan from NYCC – Letters sent to NYCC by villages – review still on the cards – form to be filled in.

G. Ivey – re Network Rail. Area at level crossing, person that was written to is off sick, letter sent to new person, suggest signage and fencing.

Wagons on bypass – waited 20 mins. to prove claims - Counted 17 Lionheart wagons – Highways agency say it is for Selby Bypass, wagons are DQL, Lionheart and Jakto – asked for evidence.

Aircraft “Barnstorming”, write to John Grogan again – Noise Level and also potential risk – Not just one plane – ask villagers to get evidence please.
