Present: Councillor J Vause and 10 visitors.
1. Minutes of Last Meeting
Item 7, second paragraph, last sentence was deleted from the minutes of the last meeting. The minutes were then signed as a true record after all agreed.
2. Matters arising from Minutes
It was agreed to join mini bus scheme, M.S. and J.A. volunteered to take driving course. Skate park can be put on grass. Cost as yet not known, B.C. to write to show interest.
3. Correspondence
N.Y. Fire and Rescue Service - to carry out survey J.A. agreed to fill form out. S.D.C. Planning Department - To explain process of planning. Meeting 10 January, 2005 from 10 am to 3.30 pm. Letter sent to U.K. Coal regarding sewerage. Parish have asked for compensation. S.D.C. Christmas Tree re-cycling 8-9 January 2005 at Whitley Crown Garden Centre. N.Y.C.C. re grass cutting maps showing areas to be cut. S.D.C. Crime Audit Community Safety Partnership. S.D.C. Newsletter regarding Anti-Social Behaviour meeting on 21 January 2005 at Selby Town Hall. B.C. and J.A. to attend.
4. Anti-Social Behaviour - Public Meeting
B.C. gave some examples of what anti-social behaviour actually is. One resident has had their car scratched and eggs thrown at their windows. Police were informed. Another resident noticed that there was a condom in the middle of the road. The young people who are causing concern regarding their behaviour are mainly 17 or below. A youth has again been seen walking in the street with an air rifle. A letter is to be sent to every household regarding children’s behaviour with examples of what has occurred to date. Councillor John Vause was present at the meeting and explained that at Beal they are running a scheme whereby they have a black book and names of culprits are entered and once they have 3 strikes the culprit is named and shamed. S.D.C. to be approached regarding council tenants involved in any anti social behaviour. It was agreed to contact Dawn Clarkson for advice, also Sergeant Manuel to be approached before next Parish Council meeting and put on the agenda for said meeting on 12 January2005.
5. Parish Plan
In 1997 the parish council paid £600 for parish appraisal. Residents were invited to village hall to say what they wanted in the village. A playground, modernising the village hall and a footpath round the top of the village were all wanted. It was suggested that the residents make an updated parish plan. A public meeting is to be arranged, Peter Murphy from Groundwork Selby has offered to help. It is proposed to target residents to do a new parish plan and volunteers will be asked to help. B.C. will send out a flyer asking for volunteers. This will be finalised at the next parish meeting.
6. Parish Clerk Training
Correspondence of Society of Parish Clerks course costs £145.00 and the parish can get 75% rebate bringing the cost to under £40.00. This motion was passed.
7. Hedge Planting
A letter was sent to Mr Bagshaw and Mr Downham by S.L. regarding the problem of lamping, and the likelihood of planting hedges round the field behind Croft Lea and Hanover Green. Grants are available for planting of hedges.
8. Payments
An invoice for £618.15 has been received for grass cutting for the whole year, this includes the cost of extra grass cutting. The parish council is to ask N.Y.C.C. if they will contribute anything towards this bill. M.S. proposed this motion and M.W. seconded, this motion was passed. The parish will transfer £750.00 from deposit account to current account, S.L. proposed this motion and M.W. seconded, this motion was passed.
9. Any Other Business
Regarding proposed site for children’s playground N.Y.C.C. can see no reason why the playground cannot be on proposed site. This area will be fenced off and a footpath installed. A map will be submitted to N.Y.C.C. for their approval. Vodaphone wish to install a mobile phone mast in Whitley. Standards Board of England booklet was handed to parish councillors. A Guide to becoming a Quality Council booklet was handed to parish councillors. Yorkshire and Humberside Country Training Partnership, re- Parish Clerk training. W.R.G. the tip is now full and there will be no more tipping after February 2005.
10. Public Question Time
A resident has some bluebell bulbs and has kindly offered to plant them by the Cridling Stubbs sign. Quad Bikers have been seen on the Tilcon site, U.K. coal are to made aware of this problem. Mr Bagshaw to be approached if he could kindly help in putting the Christmas tree up outside the village hall. A resident has been approached by Mr Bagshaw regarding the planting of hedges and Mr Bagshaw thinks that this will be a waste of time. S.L. is to contact Mr Bagshaw about this.
